Abstract

The constitutional arrangement of Bosnia and Herzegovina after the Washington and Dayton Treaty has given the new dimension to the local managemet in the way that some of the jurisdictions have been transferred from the local management to the higher levels of the authoritiy in FBiH and RS. As a result, there is an obvious difference in their development eventhough they belong to the same administational unit – county in FBiH or RS. The artical’s goal is to assess the role of the local management in the development of the local community in the context of the appliance of the public management’s methods as reform process, that does not depend on the political will of the ruling structures. It has to depend only on the personal competences of the holders of power in the local communities and their possibilities to reclaim benefit for their community from the higher levels of the authorities as well as from other domestic and international institutions. The reform of the public administration is, in general, political thing. But, the local authorities are not prevented, during their term of office, to apply new scientific achievements about the systems of management, that will help the work form the local community’s jurisdiction to be done more efficiently. But, firstly, they have to contribute to the new quality development programmes, that will be the stimulus for finding partners whose main goal will be rapid development of the local community. Related to this, the work has to assess the possibilities of acceptance of the managing elements in market-oriented economic agents in local management. It also has to assess the benefits that those elements would produce for the local community and the resistances that could appear while implementing them. Pragmatic aim of the work is applying the concepts that are set in the local government bodies, with the goal of improving the conduct of the business processes that will allow local people to exercise their rights more efficiently.
