Abstract

Taking into account the changes in Bosnia and Herzegovina, combined with limited resources with which most of the authorities are faced, it is of crucial
importance for the centers for social work to set their priorities, ensuring that the available resources be best utilized. The strategic planning based on
human rights is a useful instrument which facilitates the Center for Social Work to define its own capacities, set priorities to focus on, and goals to
be achieved, and create measures and activities which can be realistically planned and implemented in the given time frame. The usage of the human
rights framework in the planning process means that the goals set in the strategic plan should always pursue the highest level possible in exercising
of rights. I would focus this paper on the duties of the Center for Social Work as a stakeholder in exercising of human rights so as to facilitate the planning
of its activities in cooperation with authorized bodies in the territory of the Brčko District BiH.
