Abstract

Creating of the society in which the values are established for the sole purpose of well-being of society requires writing of the book of rules through different legislations, code of ethics, code of conduct and similar.Ethical codes represent very powerful instrument for empowering and securing professionalism in government services. These written instruments serve as guides for state officials when it comes to ethical or unethical behavior. Their aim is to direct and regulate behavior in the society that is acceptable for the members of certain group (such as state officials), and they are required to adhere to the standards (principles) that are defined in the code of ethics. Incorporation of ethical standards makes operation of institutions more efficient and it gives them higher quality, as well as it does strengthens their integrity. For the purpose of achieving the aim of efficient implementation of ethical standards it is necessary to have their affirmation accepted among state officials but among the citizens as well.
